New Position Paper: Europe’s Subsurface Is a Strategic Asset That Requires Coordinated Management

Europe's subsurface is under growing pressure as demands increase for renewable energy storage, critical raw materials, groundwater protection, geothermal energy, and CO₂ storage. In a new EuroGeoSurveys position paper, geological surveys across Europe call for integrated subsurface spatial planning to support Europe's long-term resilience, competitiveness, and strategic autonomy.

The paper highlights the need for stronger policy coordination, robust scientific knowledge, trusted advice, and accessible geoscientific information to guide the sustainable use of the subsurface. Drawing on expertise and practical examples from national geological survey organisations, it emphasises the importance of a coordinated European approach to managing underground resources and balancing competing demands.

The paper also reinforces the importance of GSEU's mission to develop pan-European geological assessments, demonstrating how harmonised geological knowledge can support the implementation of future European subsurface policies. By strengthening collaboration between geological surveys and improving access to harmonised geoscientific information, GSEU is helping lay the foundations for a permanent Geological Service for Europe. In doing so, the project contributes to making Europe's subsurface a strategic enabler of the green transition, resource security, climate resilience, and sustainable development.
